Brentwood Bound Update

FEMA has issued a Conditional Letter of Map Revision (CLOMR) for the City of Brentwood’s Deer Creek Flood Mitigation project. The CLOMR indicates that the project, if built, would be recognized by FEMA to modify the Special Flood Hazard Area on the Flood Insurance Rate Map as proposed by the City. Specifically, approximately 30 acres currently in the floodplain would be removed from the floodplain following completion of the flood mitigation project.

The Flood Insurance Rate Map will not be updated until after completion of construction and the issuance of a Letter of Map Revision (LOMR) by FEMA. The CLOMR is FEMA’s comment on the impacts of a potential project; it helps ensure that the project is compliant with National Flood Insurance Program regulations prior to construction.

The City submitted the CLOMR application in January 2019. In April 2019, Brentwood voters overwhelmingly approved Proposition B, an economic development sales tax to fully fund the Brentwood Bound plan. The Board of Aldermen had promised Brentwood voters that the Board would not approve the actual collection of the tax until the City received the CLOMR from FEMA.

Now that the City has the CLOMR, the Board will follow through on the approval to collect the sales tax. The sales tax collection will begin January 1, 2020.
