FEMA Public Notice

PUBLIC NOTICE

The City of Brentwood has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) funding through Missouri State Emergency Management Agency (SEMA) as a Subrecipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Special Flood Hazard Area Zone: 

All proposed work would take place in a Regulatory Floodplain. Confirmation of the location in a 1% Annual Chance Flood Hazard Area was determined by accessing the City of Brentwood Flood Insurance Rate Map, Panel Number: 29189C0327K, effective on 02/04/2015. There is a potential for the facility to be impacted by future flooding events due to its location within the flood hazard area. The proposed work will not take place in wetlands per the United States’ Fish and Wildlife Service National Wetlands Inventory and, therefore, will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

The City of Brentwood proposes to replace metal rail and concrete sidewalk surfacing on Litzsinger Road Bridge. Trail work will restore lost embankment fill and resurface damaged sections with asphalt paving material. 

Project Alternatives:

Alternative #1 (No action): The 'no action' alternative would leave the community without safe public use of the bridge and recreational trails and potentially allow more significant damage from future flooding events.

Alternative #2 (Relocation): This alternative is not practicable as it would discontinue safe public use of the bridge and recreational trails along Black Creek. Additionally, there is no practicable available land for the city to purchase for such an endeavor.

Alternative #3 (Repairs, with mitigation): Mitigation has been considered for this project, but no cost-effective or feasible mitigation measures are available for these sites.


Comment Period:

Comments are solicited from the public, local, state, or federal agencies, and other interested parties to consider and evaluate the impacts of the proposed project. All comments are due by no later than 15 days after the posted date of this notice.
